Em Nota Pública, a Comissão Pastoral da Terra no Piauí (CPT-PI) denuncia, mais uma vez, a violência sofrida por moradores e moradoras do Assentamento do Rio Preto, na região sul do estado. No último dia 03, homens em tratores de esteira intimidaram algumas famílias e as ameaçaram com a derrubada de suas casas. Acesse a Nota Pública em Português // Access the note in English:

A Comissão Pastoral da Terra do Piauí (CPT-PI) vem a público denunciar novamente a violência no campo sofrida pelos moradores do Assentamento do Rio Preto, localizado a 140 km de Bom Jesus, no sul do Piauí.

No dia 17 de março de 2019, o senhor conhecido apenas como “Ailton” ameaçou as famílias dizendo que iria ao local com tratores para colocar abaixo todo o assentamento afirmando ter comprado as terras. Vale ressaltar que trata-se de um assentamento da Reforma Agrária pertencente ao INCRA.

A Associação de Moradores do Assentamento Rio Preto, juntamente com a CPT-PI, acionou o Instituto Nacional de Colonização e Reforma Agrária (INCRA) através de ofício para resolução do caso, sendo que o mesmo, de modo informal, comunicou que não poderia fazer nada até a decisão judicial no processo de revisão da demarcação da área, que está sobre o processo de nº 22406-92.2011.4.01.4000.

Diante disso, foi acionada também a Defensoria Pública da União (DPU) e o Ministério Público Federal (MPF). Ainda assim, o INCRA não tomou nenhuma medida, o que contribuiu para a reincidência do conflito.

Por volta das 19:00h do dia 03 de junho de 2019 dois homens operando dois tratores de esteira entraram no Assentamento Rio Preto intimidando os moradores e ameaçando derrubar tudo o que encontrassem pela frente, inclusive as residências dos assentados, provocando pânico entre as famílias. Um dos homens foi identificado apenas como “Buguinha”. Por conta da dificuldade de comunicação, os moradores só conseguiram acionar a Polícia Militar às 08:30h da manhã do dia 04, porém a viatura só chegou ao Assentamento por volta das 16:00h do mesmo dia.

Hoje, 05 de junho, seis moradores representantes do Assentamento Rio Preto foram registrar Boletim de Ocorrência (B.O) na delegacia de Polícia Militar de Bom Jesus (PI). Lá, ao chegarem, encontraram um dos homens que participaram da invasão no dia 03 e o mesmo estava registrando uma denúncia contra os moradores. Até o momento da conclusão deste documento os assentados ainda não tinham sido atendidos pela delegacia para o registo da denúncia.

Exigimos, em caráter de urgência, a intervenção dos órgãos competentes para a garantia da integridade e a proteção das famílias assentadas, como também a resolução do processo em questão, superando os vícios detectados e assim pondo um fim no conflito. Além disso, repudiamos o descaso e exigimos o tratamento devido dos órgãos de segurança pública, garantindo os direitos das famílias envolvidas.

Histórico

O Assentamento Rio Preto, no ano de 2008, foi cenário de um dos maiores e mais violentos conflitos do Cerrado no Piauí. Pessoas que supostamente haviam comprado as terras do assentamento expulsaram os moradores, impedindo-os de colher cereais e alimentos que haviam cultivado, além de terem suas cercas e casas derrubadas e queimadas.

Vale lembrar que o mesmo foi regularizado em 2012 onde foram assentadas 41 famílias que residem lá até hoje. Entretanto, o processo administrativo de desapropriação da área em conflito, popularmente conhecida como Sucruiú, legalmente denominada (em Registro Cartorial) Fazenda Rio Preto e Fazenda Sucruiú,  teve vícios cometidos por um servidor do INCRA – PI, o mesmo não permitiu o acompanhamento das famílias durante o processo de demarcação da área total do assentamento, permitindo apenas a presença dos fazendeiros Cleber Ildeu da Silva e Abrão Ildeu da Silva, supostos antigos proprietários. Inclusive, a equipe designada para realizar o trabalho de demarcação ficou alojada na residência dos referidos fazendeiros.

No ano de 2010, a CPT-PI realizou o documentário “17 sonhos e uma cerca” resgatando a memória deste fato e registrando o protagonismo e resistência daquelas famílias.

Public Notice about Land Conflicts in the Rio Preto settlement, southern Piauí, Brazil

The Pastoral Land Commission of Piauí (CPT-PI) is once again publicly reporting violence in the countryside suffered by residents of the Rio Preto settlement, located 140 km from Bom Jesus, in southern Piauí.

On March 17, 2019 a man known only as "Ailton" threatened families there saying he would go there with tractors to tear down their whole settlement, claiming that he had bought the land. It is worth mentioning that this is an Agrarian Reform settlement belonging to INCRA, the National Institute of Colonization and Agrarian Reform.

The Association of Residents of the Rio Preto Settlement together with the Pastoral Land Commission of Piaui (CPT-PI) contacted INCRA through a registered letter asking to resolve the case, but INCRA informally informed the community that it could not do anything until a judicial decision about the demarcation of the area, which is process nº 22406-92.2011.4.01.4000.

Therefore, the community contacted the Public Defender's Office of the Union (DPU) and the Federal Public Prosecutor's Office (MPF) soliciting assistance. Even so, INCRA did not take any action, which contributed to the recidivism of the conflict.

Around 7:00 pm on June 3, 2019, two men operating two tractors entered the Rio Negro settlement, intimidating the residents and threatening to tear down everything they encountered, including the homes of the settlers, causing panic among the families. One of the men was identified only as "Buguinha". Due to the difficulty of communication the residents were only able to contact the Military Police at 08:30 in the morning of June 4, but the police did not arrive at the settlement until around 16:00 the same day.

Today, June 5, six residents representing the Rio Preto settlement went to register complaints in the Bom Jesus, Piaui military police station. There they found one of the men who participated in the invasion on June 3rd, who was registering a complaint against the residents. Police waited for hours before taking the community members’ complaints.

We demand, as a matter of urgency, the intervention of competent bodies to guarantee the integrity and protection of settled families, as well as the resolution of the process in question, overcoming the defects detected and thus putting an end to the conflict. In addition, we disavow the neglect from pubic security organs and demand the due treatment of the public, guaranteeing the rights of the families involved.

History

In 2008, the Rio Preto Settlement was the scene of one of the largest and most violent conflicts in the Cerrado region of Piauí. People who had allegedly bought land from the settlement expelled the villagers, preventing them from harvesting grain and food they had grown, as well as having their fences and houses torn down and burned.

It is worth remembering that the settlement was regularized in 2012 where 41 families reside until today. However, the administrative process of expropriation of the area in conflict, popularly known as Sucruiú, legally denominated (In Register Cartorial) Fazenda Rio Preto and Fazenda Sucruiú, contained errors committed by a worker of INCRA – PI. It did not allow for families to monitor the process of demarcation of the total area of the settlement, allowing only the presence of farmers Cleber Ildeu da Silva and Abrão Ildeu da Silva, alleged former owners. In addition, the team designated to carry out the demarcation work was housed in the residence of the said farmers.

In 2010, the CPT-PI made the documentary "17 Dreams and a Fence" recalling these incidents and documenting the protagonism and resistance of those families.
